Annual Report Card This is a tool that the Commission uses to monitor gender mainstreaming in government departments, local government and civil society organizations. The KZN provincial office monitored the Department of Education and the Department of Housing. It is of concern that most provincial departments monitored thus far do not have gender policies or gender plans in place. Most of their programmes are informed by national policies. As far as municipalities are concerned it was noted that generally they do not have gender policies. Most of them have been in the process of developing one for more than two (2) years now. On a positive note, although Uthungulu district does not have a gender policy, a gender plan has been developed. Whilst it is important for all structures of government to take gender transformation seriously, it is more so for local government since it affects the lives of people directly and on a day to day basis. The Annual Report Card is an excellent instrument for conducting research into selected traditional authorities, municipalities and departments. Gender Machinery The concept paper was developed for the study of the Provincial Gender Machinery (PGM). The instrument was developed for administration to the Gender Focal Persons. The instrument was designed to complement observation of the Women’s Month in August 2007. The literature review was conducted which had details of the methodology and the direction of the study. The provincial office participated in two (2) meetings of the PGM, the first one being held on 15 February 2008. In this meeting all members of the PGM delivered presentations of their activities in their respective departments. The second meeting which was a strategic planning workshop for the year 2008/2009 took place on 4 and 5 April 2008. |
